Ghana’s crude oil output has hit its lowest level in years, declining for the sixth consecutive year to 37.3 million barrels in 2025, down from a peak of 71.4 million barrels.
The Public Interest and Accountability Committee (PIAC) made the disclosure while presenting its 2025 Annual Report on Wednesday April 8, blaming the slump on years of weak upstream investment.
PIAC Chairman Richard Ellimah said no new Petroleum Agreement has been signed since 2018. “This represents a compounded annual average decline of 9%, which should be a concern for every Ghanaian,” he said.
However, “In 2025, crude oil production declined for the sixth consecutive year, falling from a high of 71.4 million barrels to 37.3 million barrels”, he added.
Moreover, presenting highlights of the report, Mr. Richard Ellimah urged the government to strengthen collaboration with the Petroleum Commission to attract investment into the petroleum sector and help reverse the downward trend.
The committee is advising the government to develop stronger framework immediately to attract investment into existing fields to maximize revenue.
